Joaquin is a Certified Substance Use Disorder Counselor, and DOT SAP. He is also the statewide lead for the Youth Peer Mentor Program, funded through a multi-million-dollar contract with the California Department of Health Care Services (DHCS).

 

He serves youth within Butte County Probation's Secure Track and Camp programs and the California Department of Corrections and Rehabilitation's Division Valley State Prison Youth Offender Program; he also is a contracting Substance Use Disorder Counselor for Youth for Change, providing services to youth within their wrap Services, including those on probation or in foster care.

 

Certified by the Superior Court of Butte County as an Expert Witness, he consults for the Butte County Public Defender's Office for adult and juvenile alcohol and drug treatment and rehabilitation.

 

He is also a member of the Butte County Juvenile Justice Coordinating Council's DJJ Realignment Subcommittee and Butte County Probation's Restorative Justice Diversion Program.
